As you raise the base, your kinetic protection will go up as well. Put the remaining 3 or 4 pts into Durability. You will have nicely rounded 80% Kinetic, 61% base, 500ish Ham armor. If you are not a 12 point armorsmith, then your HAMs will be a bit higher.

The kinetic layers I was doing were 2% base 10% kinetic at 10/10/10.
Update- Played around with this in the middle of this post. I found I had to triple layer with 2%/6% layers. The double layered fell short of 80% kinetic by 4%. The nice thing was... with the triple layered comp, I hit 61%/80%kin with pretty nice HAM costs (got a marginal success on encumbrance on one of the layers). Although, I think I hit a similiar double layering with even lower HAM costs. Those were the 2%/10% kinetic layers. I plan to play around with this a little more before I go into full production. If I can hit 60/80 with low HAM costs by double layering... that would rock! I wonder if I can do 1 layer at like 2%/8% then another layer that I just experiment on base 3-4%/4% kin. Any thoughts?
