They should presumably be usable because RIS only calls for a single piece of each component per craft. On the other hand, they should not be usable if you try to make a "RIS schematic." (If they are please let me know and I'll bring it to the Dev's attention).
Once again, please note that the fact that RIS components are dropping in multiple sets with serial numbers is a bug.

Currently crafting tools do not accept any items without serial numbers, so if your components are unserialed you can try submitting a ticket (CSR's may or may not be helpful) or just wait it out and hope the devs fix whatever they wrote to add serials to unserialed items.
