Personally, I would move some points from Experimental Resistance to Quality and increase the base at the cost of the kinetic resist (for instance 3% base/5% kinetic or 4%/4%). I think you are exceding the 80% cap on the kinetic resist with your layers.

3 layers - max out quality, put the rest in resistances.

1 segment - max out quality, put the rest in resistance.

This will be hi encum armor, you will have to play around with it to lower encum and get acceptable values for your server, but the above is the quickest solution to your problem, since kinetic is boosted by the level of the base in composite.

Three 2/6 1/1/1 Kinetic layers. I end up with a suit that is 80% Kinetic/63% Base and around 1550 total HAM. I could probably go with two 2/5 1/1/1 layers and one 2/6 1/1/1 layers and put the extra point into base and end up with a suit that hits 80% Kinetic/64-65% Base and the same HAM or possibly even have another point to play with lowering the base more.

Are you still able to make these layers? By this, I mean a new experiment. Not an existing schematic.

how on earth can you get a base to hit 63% from having only 2? in 3 segments?

There are decimels at work. My unlayered composite is now 56% base. Three 2.something percent layers take it up to 63%. Say they're each 2.75%. That means I get 8% added to the unlayered base. Hence the 63-64% base with 2% layers.

Yes, I am still able to make those layers.
