I am looking for a good all-around armor that won't weigh my stats down to much yet provide protection. I am wondering if I could get some recommendations on what to go with. Or even another opition if there is one?

Depends on how much encumbrance you are willing to take, the better the base resists will be.
But usually, most smithes will recommend you a fine low HAM composite.

It really depends what you are fighting and what profession you are.
If all you do is fight creatures, then composite is probably overkill unless taking on Krayts/Kimo's etc. If you are wanting 'hunter's' armour check out Adv.Ubese as it's lighter by far than either Comp or Padded however its less durable.
If fighting NPC's with ranged weapons then Light (unlayered) Composite would probably give good results, as it offers fairly high protections to all but stun damage types. If on the other hand you are fighting NPC's with a melee profession I would have to say that 80% Kinetic Adv.Comp would be the best choice as it will offer good melee (kinetic) damage protection and still have a nice high base effect to deal with any blaster fire that comes your way although as you're probably well aware a layered suit of this kind will be heavier in most cases.
Padded can also be useful for melee professions but finding a good set is not always easy.
Unfortunatley there is no perfect armour type, generally as the resists go up so does the HAM cost as you are leaving your self less points to spend on bring the encumbrance down... It's a trade off.
If the above is too confusing forgive me I only just woke up
