From all the padded Rancor segments i have or have seen, that is pretty good. All the ones I get are 12 or 15%, with a max of 20 something on special protections.

I had some 37% base ones. And some with 70% heat and cold. They were (exceptional) though.

yeah just bought a couple of exceptionals at 30% base. New uber left and right biceps- whoo hoo!

I saw some just now that are 21% base effectiveness, and about in the 30s for cold and heat special protectiveness. is that good? if not, what stats would be?

21% gets about a 45% for me, and mine that I can make have only gone up to 19% w/ two 2%base layers. Anything over 20% that I see in a shop for 1-3k I buy, since my alts use padded arms for the looks most of the time.

I would say that any rancor segment over 20% base is pretty good...ive had a few dozen 27% ones that made around 50% base padded armour.
