The Kinetic resists get added to the base resist in the final combine. So, if you make a 4% base 4% layer and get 68% base and are triple layering 3 Kinetic layers you'd end up with 80% Kinetic and 68% base. What you need to do is make a pair of unlayered gloves using the resources you would normally use for segments and final combine. This will give you your unlayered base percentage (mine is 56%).
Say you can hit 56% unlayered base as I can. Then if you have 3 4% base layers in the segments AND you experiment quality to the max in the segment you will end up with a final combine that has the potential for 68-71% base (that's using my 56% unlayered base as an example. I give you a range for the base in the final combine because a 2% layer does not mean it is 2.0%, it could be 2.33% or 2.66% or some other fraction.
The bottom line is that there are several different ways to construct a layer to hit 80% Kinetic. Do you wantdecent base with really, really low HAM? As an example my low HAM layers are 2% Base/6% Kinetic and 1/1/1 HAM. Do you want higher base with higher HAM costs but still not astronomic HAM? These would be the 3% Base/4% Kinetic 6/6/6 HAM layers you've made. Do you want the highest possible base with no real regard to HAM cost? These layers would be maxed on base (4%) with 4% Kinetic protection and the few (if any) remaining points dumped into HAM reduction.
There is a chance that you can hit 80% Kinetic with 3 of your 3% base/4% Kinetic layers but only if you have great resources for segments and final combines. Remember also, that when you triple layer you can use different variations of layers. For instance, you may be able to hit 80% Kinetic if you use two 3/4 layers and one 4/4 layer in your segments.
