I found 7 NS layers with base effectiveness 11% and -8 action enc. What kind of armor should I make with them and how good of armor will they make?

You could make an couple of 78% (possible 80%)base (PRE SLICE) helm with low HAM...

1 layer for segment, add two extra layers of choice (but keep the HAM down)

run of 6 segments, voila - two helms.
