this tape reduces your armor experimentation and is ment to be this way.

i doubt a csr would "fix" it

-1 tapes have been around forever, nobody knows why they where put in (perhaps at one time there was a thought of having a gain/penalty for attachments, but was never implemented) but you might as well throw it away, since nobody wants to lose 1 experimentation point.

Actually, I don't think the "-1" decreases your stats..it just eats up a socket in your clothing/armor. A little while ago, these "switched" themselves to a positive mod upon placement, but they fixed that recently.
