are these segments...layers.. or segment enhancers? are they worth anything? how many serial is needed to be good?

Voritor scales are enhancers, providing a small boost to kinetic and energy and moving both into special resists. They are pretty common and not all that valuable. I like to use them in ubese to hit 80 percent kinetic.
Voritor hide segments are for bone armor and add the kinetic resistance that armor lacks.
As far as the number you need, it depends on the the type of armor you're making. Most chest plates would need five, helmets and pants would need four, and most boots would need three. Single or pairs of scales can be used in gloves, armorweave segments, and a few other pieces.
