I looked up the question in the faq and didn't get everything answered.

1) Do they work over armor?

2) I was once wearing a psg with 45% to stun and had a fencer using a baton, and still doing the exact amount of damage, why is this happening?

3) How do you know its working does it say in the combat log that it block whatever amount of damage like armor does?

1) yes

2) unequipt the psgs, than reequipt it when you log in, shuttle or cross server boundry

3) it says in combat log
