i think im missing something here.....
he's referring to after you have your 12 points, and do nothing but sell armor, you tend to end up with boatloads of cash. there are limited things that cost boatloads, and they are mainly:
cities
RIS
Jedi
More armor resources
Basically, cities are pretty cheap compared to other things, but i just put that in because some people like to have their own 
. Jedi are expensive, but not every 12pt armorsmith has one, and armor resources are expensive, but you can mine your own, and most smiths already have tons from the early days. Thus RIS is the only way they can waste their money
Edit: BTW, Seltak unlocked so he has to pay for jedi, but then again you can always hunt with a guild for krayts or afk loot crystals.

sadly, I know for a fact that's too much to tip. The highest the system has let me tip at once is 500k.
I've not tried 999,999, but when it said i couldn't tip 1mil i just broke it into 2 pieces
