Ah yes,
I love paying 3mil for a scale, 500k for a bone fragment, and 500k for a peice of gurk hide, then when making the segment (Goes wonderfully), then making the RIS Chestplate at the end with my two best NS laers, and what happens? I critical fail on it
Well I mean not to bad I guess, I ended up getting 67% base (would have easily got in low to mid 70%) and 31% kinetic lol...
Also do you guys think it is better to put 2 kinetic layers (maxed out base), and one 5% NS layer in the segment to get a nice base and good kinetic?

Thats a royal bugger.
Two things to NEVER leave home with:
1) Pyollian Cake - This improves the assembly roll (the chance of succeeding when you hit that "Assemble" button).
2) Bespin Port - This improves the experimentation rolls (the chance of improving a "Good success" to a "Very good sucess").
These are especially important in the case of making RIS. The two combined will reduce your chance of failing on those most important parts of crafting.
The port combined with a research center will stop most critical fails on experimentation.
Just some advice for the future
