I'm not an armor smith so forgive me for not following your boards. I hope his hasn't been posted a billion times =)

I have 11 identical 7% NS armor layers and 8 Identical 5% NS armor layers

how can these best be used to make some good PvP armor? I'd like to get a helmet and chest piece with 40% stun and 90% base (I'm dreaming) so how do I go about this?

The only way to get 40% on composite is to use 3 stun layers, which means there won't be any slots for NS layers.

The only way to get 90% base is to start with at least 67% base before slicing. So... look at the best un-sliced stun armor on your server. If it's over 67% base then just buy a bunch and slice it till you get a piece with 90% base. A cheaper way might be to collect a bunch of 3-5% janta hides. Janta hides go in the segment enhancer spot, so can be used at the same time as stun layers. This can bring your base up to high 60's, low 70's, which gives you a little better odds of hitting 90% base on the slice. Keep in mind this will still take a LOT of janta hides and still be quite expensive.
