That's a bogus message. Anyone can have one pet out at any time, provided that the pet's level doesn't exceed their current call level. For non-CH, this is level 10. For a novice CH, this would be level 12.

Until you train Management III, you can only have one creature pet out at a time. Once you have Management III, you can call a second pet, provided the additive levels of the pet does not exceed your current calling level. So if your current call level is say 30, you can have a carrion spat and a dewback (level 10 + level 17 = level 27) out at the same time. At MCH, you get a third pet out, and again the total level of pets cannot exceed level 70)

One thing you CAN do as a novice CH, though, that no one else can, is have a creature pet AND a droid out at the same time. In fact, you can also have a single faction pet out along with your creature pet and droid.

You would need Enhanced Power cells or Krayt tissues above 190. There is a thread stickied that descriebes exactly how many you need

You don't need it to make Synthetic Cloth, it's optional. I suggest reading this guide to BE clothing for more information. I'm not sure if it will remain relevant in the NGE, though.

The biological component is not necessary for the crafting of synthetic cloth. You can make synthetic cloth without it.
