I can easily hit 71% base on my stuff (in fact, I have a set I just mass produced with 80 kin/elec, 4 stun and 71 base) So I'm guessing 72 should be obtainable at least

Looks like Scylla is the stepchild of SWG, the best I've seen here is 70% base, and thats usingthe very best resources.

Using Janta HIde doesn't help either.
