Well I have a 12pt Master Weaponsmith and near perfect resources, so capping is very easy for me...
I put together a spreadsheet of weapons I've made and their max craftable damage numbers, then did some algebra to find the ideal number to craft them to so the 8% just touches the max damage cap... so I have the numbers and the ability and plenty of ICBs... I did check out the FAQ and read through it... hence my question because it seems very very odd to have the slicing cap below the max damage crafting cap... I can understand it the other way around or both being a hard set number...
I'll give it a whirl tonite and post my results...
The last Featherweight FWG5 I made was damage capped at 968 and the SAC was 77 so I had someone do a 4th level speed slice on it... mod'd DPS for my combat toon came out to be 628 DPS...
Either way, I'll give it a go and report my findings here...
thanks for the help guys!

Nice, my Featherweight turned out 968 max damage, 1.73 speed, 82 sac after a 301 slice (T3 speed, T1 critical, capped speed on the T3 slice). I'm starting to wish I would have done a full critical on it though. Maybe I'll have another one made and try that.

I will say that the speed cap on the pistols I've sliced DOES seem to be even to the crafting speed cap. Damage cap is different though. I've seen a lot of weaponsmith / smugglers slice up very nice guns for T1 speed + T1 damage or T2 damage + T2 speed before the put them on the vendor. To me, that just ruins the gun. I'm betting with the profession based entertainer buffs that it will soon be fairly easy to make a damage capped, SAC capped, and near speed capped guns. If that happens, the money would be on full critical slices since capping the speed just makes you burn action faster.
