Or it could just be that the original conversion was bugged, and they are working out all the kinks. It is a test center you know. Despite popular belief here, I highly doubt the devs are out to screw the players in every way possible.

Now if they'll only fix it so ubease armor converts properly.
Ironically when I converted some 70 kin 25 base ubease armor the kinetic protection on the armor came out about 935, the energy 3400 something and the base 2400 something

Is anyone from Bria or Gorath able to confirm the extra crafting process involved in making RIS now please? Resource requirements etc? (I heard rumours about Helmets that could be worn by all species?)

ubese armor is a recon armor so therefore it has a kinetic minus and a energy positive. your polly lucky to have any kinetic resists at all.
