An effect slice would do nothing to this chest plate, as is atm effect slices do not effect special protects.

Yes but nothing is in Special Protect... That is why we say it is Krayt Segment... Krayt Scale would have all but Restraint in Special Protect...

it would bearound 44-46% segments (depending on resources for the composite)

I would guess that its either really good NS layer/sharded or with krayt segments.

You guys should have seen the helmets wildy did on my server with his 63% base krayt segments

Triple NS layers, with janta hide or NS shards . Easy to make something like that. I madea chest that is 80 elect 80 base (no stun) that got 45% enc sliced and is now 120/30/10 ham. 3 sockets too.
