Well since Commando's, BH's, and Squad Leaders are all Assault Certified I would say ask this question on the ranger forum, But I would hazzard a guess and say, rangers cannot wear it, becuase it says in the description that it can only be worn by masters, yet you can wear it at novice. I would say the issue is caused by the Item description not having been updated post-CU
