yes, bria has a ith jedi named Kouluk... see, the robes are one item, kinda like a flightsuit, so any race can wear the robes... u can't take certain pieces of the rob and not others... (boots included).. so yes, he can, looks really funky though

just found a screen of an Ithorian Jedi. they DO NOT have boots on when they equip the robe. in fact, they have bell-bottom pants on.
