You do need a peko feather to do the quest because you get the schem for the feathered appearance enhancer. It is all in the guide. Quoting:
"One Feathered Appearance Enhancer
(The hermit will refer to this as a RIS Layer, but don't freak out. The text of this quest still seems to be the same as Pre-CU and just hasn't been updated yet.)

85 Laboi Mineral Crystal Crystalline Gemstone
100 Oridium Intrusive Ore
