A beyrllius copper with OQ + SR >= 1400 is top notch, but I can even make 72% base comp with OQ + SR = 1326 so what you have isn't bad. If you ever see a 1400+ spawn though, scrape out every last unit you possibly can 
I have a nice stack of 1440 but paid 60-100 cpu for most of it.
The segment resources are very very important though, which is why a good colat is probably the most important composite resource (or at least in the top 3). Even polysteel copper is significant. Going from a polysteel with OQ + SR = 1660 to one with OQ + SR = 1764 added about .6% to the base on my final composite pieces. So, I think your Kiriium is definitely a problem and hopefully you can find better.
That said, you still want to hit 34% on your segments and I'm not sure a better kiriium would push it that far, so maybe you have some layer resource problems as well.

If you want go ahead and list the OQ/SR of your resources used from the layers on up and someone here I'm sure will have an answer as to what should be improved. I would avoid using the deed for the steel as you go thru a LOT of it (or at least I do/did) and it would be better off being used on wooly IMHO.
