I've tracked mine since I started hunting them. I'm only counting kills since the patch where the scales started dropping in sets here. Before that I was at 57kills and 2 single drops. After that I'm currently at 178 Kills - 8 of them dropped Scales - 50 Scales total, I'm not sure of the exact sets but I think it was something like 10,3,11,10,3,2,3,8.So the drop rate is roughly about 1/22for myself at least but I think I may be on the lucky side a bit, and believe it to be closer to 1/30.

Also I don't know if anyone else noticed this but a couple months back there was something strange going on for a week or two where I kept finding Groups of GDKs, either in 2's or 3's instead of just the normal single spawns. So from one spawn I could kill anywhere from 8-12 of them. I decided to take advantage of this and spent one of my days off doing nothing but hunting them, and ended up with 42kills and 15Scales for the day so there is hope for everyone, just keep at it and they will drop.
