You'll probably need to get base to 95-96% on layers to hit 71%. I'm at 96% triple layered and I'm hitting 71%. Of course, it is also dependant on your segments and final combine resources.

I am hitting 71% base now with my current stuff. It seems like I've maxed out though, I don't see 72% base coming anyday soon.
