You'll get this error message if you're already wearing armor that puts you over your encumbrance limit (for example, a suit of heavy 900/900/900 armor will put you over your limit for sure, unless you're buffed). The system won't let you equip another piece of armor because you're at your limit, even though the PSG is 0/0/0. If you go and get buffed or take some spices/food you'll be able to don the PSG.

With regard to the AP/PSG question, my test results from this weekend indicate that PSG's do indeed stop AP 1 weaponry as if they were armor. The behavior with respect to AP3 weapons is somewhat odd, though- sometimes they seem to block it and sometimes they don't. Further investigation is required.
