I have made a few suits of Chiten as custom orders and let people know ahead of time that they were going to be more expensive than the Composite suits on my vendor and wouldn't have the overall coverage. They didn't seem to mind. An armor like this I will typically only make as a special order (but, then again I don't make Ubese without an order either) but it adds a different look and a little more variety to the game.
I agree with many of the rest of you when you state that these other armors (Ubese, Chiten, Padded) may have an increased following after the combat changes.

Might be able to do it with above base vort scales... use a 5/5 14/3 energy layer and experiment the segment and armor just enough to hit 60 kin and then dump the rest into the effectiveness... 5 + 18 + 37=60.... not sure how high the base on ubese can get though
