this is confirmed. Several post and bigs have been made on this just as you discribed it in your post. Any prodding on your end would be awesome.

As it is right now it is impossible to craft any new layers.

Logging in and out didn't work for me. Regardless of it being cosmetic or not, it is virtually impossible(Highly frustrating) to experiment on layers unless you are already satisfied. I have new resource i've been wanting to try for 1-2 days now, but I can't tell the advantages easliy.
