yes it is, that doesn't change the fact that an AP1 weapon goes right through it. PSGs don't stop damage from weapons with any form of armor piercing.

If the PSG was AP0 it would still block stun on the basis of 45% resist. Resists are "hard" regardless of AP rating. It's just if it was AP0 you would get a armor piercing dmg bonus. But that bonused damage number would still be mitigated by 45%.
