Yes, but one small difference. Human Master Artisans can actually reach 13 points. Humans reach 105 naturally, so +25 in items puts them at 130 total.

Actually Human Master Artisans (note this is m. artisan, not armorsmith), are 115 naturally. I think they can reach 14 points with +25 from skill tapes. (artisans 115+25=140 = 14points) (armorsmiths 100+25=125 = 12 points)
Alas I can't think of anything as a M. Artisan where those extra 4 points would matter. I mean.. who cares if your personal harvesters have a little bigger storage capacity or not eh
. And I've never actually made powerups.. but don't they just have 1 experiment bar to fill?
