So I make my layers. Three 13%'s stack to 39%. Stats look good on the segment and gloves. Crank out 3000 for a full run of 1000 segments. Start talking to one of my peers, with the same resources and same experimentation he's getting 40% stun. Try a few times, and sure enough, despite having identical experimentation percentages throughout the layer (which still reads 39%) and segment, (showing 39% there as well)one combine on gloves comes out at 40% stun.
