... That is definately some overkill there... I (and many others likely) am hitting 80% kinetic using segments with only 13% Kinetic on them... you got what... 27K and 30-32B on your segments... WAYyy overkill
However to address the original question, I think you should make some new layers... Basically if you can get one of those HAM's down to 3, you can get all of them down to 3... so keep grinding away at those layers until you get that perfect schematic... sure, you are going to burn through a ton of them and can either make discount gloves or just ditch them if you want... But again using three 6/2 layers will likely be overkill (depending on your other resources of course) ... it would be worth attmempting to get some 3/3/3 4/3 layers and try two of those with a 3/3/3 6/2
It's easy to see if you are wasting points on special (Kinetic in this case). Three layers at 7% each plus a base of 62 will produce 83% Kinetic minimum. You're capped at 80% so you are obviously wasting points. I use three 2/6 1/1/1 layers (I'm a 12 pointer) and I hit 80 Kinetic/61 Base with pretty darned low HAM cost. If I were you I'd shoot for 2/6 layers and you should be able to get 3/3/3 HAM cost if you're chugging port and eating cake in a Research Center. Good luck.
The guy using 4/9 layers simply doesn't have a clue. With a base of 4% on the layers he should be able to hit 80% Kinetic with just 4% Kinetic in the layers. He's wasting points on special that he should be using to reduce HAM cost.
