If that's not possible try to buy/find some Night Sister Layers. The typically come in 3-6% base and negative hams.

The reason I ask, is because peko peko feathers have never had serial numbers... I've always assumed schematics required a "similar" peko peko feather" not an "identical" one? Could the talk at FF have been about ingrediants that do or are supposed to have serial numbers?

I was told by someone I know who went...though, I think the context they were discussing it in was weapons and Geonosian cubes. Still, I think their statement pretty much covers any instance where you use an unserialized looted enhancement item to make schematics. Someone correct me if I'm wrong ![]()

This is not an exploit for feathers or other RIS components.
As was brought up a bit above, this has to do with items that add bonuses (or normally have serial numbers). There was a bug for a while where things would drop unserialed (and stay that way until a serverreset), and people would use something exceptional - like a 10% nightsister layer in a segment - to make a schematic where any item with the same name - like a regualr 3% nightsister layer - could be used as an ingredient in a factory run. This was abused most widely in weaponsmithing where certain people used unserialed 256 and 128 damage krayt tissues to make adv powerhandler schematics that could use any krayt tissue.
As for the original question, it depends of course on your server resources, but I think in general energy layers are most likely to be the lightest. The reason has to do with resource caps. MA is capped at low numbers for many of the resources used in most layers (for example ferrous metal and intrusive ore seem to be capped at 600 MA). I think energy, cold, and electric layers are the only ones that won't have any MA caps and, of those three, energy is the most generic (e.g. "metal" instead of "aluminum" or "copper", "low grade ore" instead of "siliclastic ore", etc.) and I suppose it's also pretty easy to get inert gases close to 1000 OQ which helps the averages on the other resources. By being more generic, it's easier to actually get a resource with very high OQ+MA for lower ham.

Anyhow, yes they don't have stats attached to them, but I'm just not sure what the "official" word is on this. Pretty much all the discussions have centered around weapon schematics and loot items with stats. I agree it doesn't really mean much in the Peko example, since it's not really enhancing anything, but who's to know what SOE thinks.
It isn't an exploit and here's why:
RIS drops are one per mob. period. They have no serial numbers and no stats.
The exploit is beacuse of mobs that drops "sets" of items with stats. What happens is you use a (temporarily) unserialed item with good stats for the schematic, and use other serial numbered "sets" with worse stats to factory produce. This is giving you extra stats by working around the serial numbering system.
Peko Peko factory schematics are not exploits because they never drop "sets", and because they have no stats. Each and every Peko feather is the same, and thus you are not getting a bonus that you would not normally be allowed to get within the constraints of the ideal game system.
