All is not lost, it still has 100K maint in it ... anyone who was wanting to make a long term commitment to keeping a house may give you nearly what you have in it. If you know of no one to offer it to .. might try auctioning it on the appropriate galaxy trade board.

That is what he is telling you. Unless you can sell it with maintenance included for a premium price.

You cannot remove the maintenance credits for ANY structure (houses, harvesters, factories, etc). (There is a "treasury" in City Halls and PA Halls where money can be withdrawn).

Best housing deal I ever made:
Bought a large Naboo for 30k.
Thought it was a great deal.
Looked at the deed and it had over 100k of maintenance!!

I bought a small Naboo house, style two, to deal with my crate overflow. Confused its maintenance rate with that of my medium Naboo house and dumped in 100k credits.
Only 257 days left on it...

the maintenance stays with the deed of the house... so if you're just moving, no worries, the money is still there (minus the re-deed cost). If you're upgrading to a different house, then you're hosed and can't get the money out... you might be able to sell the house to someone and have them pay for part of the maintenance that's in there so you can recoup some of the money you have invested... but otherwise, hosed 
... unless of course, it's a guild hall... those you can pull maintenance out of
