They are for the new loot kits that you get from Junk Dealers.

Junk dealers are found in just about every city on the primary planets. They are NPC's and are called Junk Dealer. Converse with them and you can get one loot kit at a time from them. Or you can sell the pieces. You need 10 pieces to make one item. Make that 10 different items.
