You know, like a small stadium, a "ninja dojo" or something else stylish. You can fight other people, you can't enter the building if you are in combat, nor can you leave the building if you are in combat. If you get incapped you can't be DBed, a surgical droid will "drag corpse" on you and drag you aside if you are incapped and heal you up. Incapped three times do not equal automaticly death also, so you can practise PvP all day without any worries. Maybe bets can be placed too.. or something..

And of course its a city-building..

I would love something like this, my PA would love practising PvP in a building like this. Although it should be pretty largish (PA guild hall size) otherwise melee would get the upper hand. But it would be for practising anyway, or tournaments and such...

Has something like this been suggested or do already exists without me knowing or is something like this on it's way?

No the devs are too lazy, but great idea! Can we hope for it by Winter of 200043 or is that asking too much of SOE?

How about multi-level medium houses for Corellia? The other planets get all the cool houses.
