about 50% of my harvesters i cant reclaim....it says "you must empty the hopper before you can destory or reclaim" and sigh*, of course the dam hopper is empty....i got about 10 harvesters sittin there doin nothing that i still have to pay or they rot.....lagre ones no less....any one else have this problem?

a quick bug walkaround for this would be to add 10 or so power to it, and switch resource, then turn it on, let it run for a minute, then turn it off, and retrieve the hopper,should get emptied by now.

You cannot pick up a harvester without emptying the hopper and *turning it off*. If your harvester has run out of power, it has shut down but you have not turned it off. Therefore you need to add enough power to start it back up, and then turn it off. I'm not saying that this is how its supposed to be, just how it is. Hopefully they'll fix this soon enough.
