The highest wind generator currently able to be made on ANY galaxy is BER9.

But, doesn't BER depend on resources used which would make it differ from server to server?

It does, so in theory it may be that the resources necessary to hit BER9 wind generators have never spawned on your server.
In practice there is considerable leeway with the resources and the BER, such that most people with high-end resources still have 1-2 points left over to put into storage. So I'd be really shocked if no one could make BER9 wind generators on your server.
Basically, if people are producing BER10 mediums and BER13 heavies, then you have the resources available to hit BER4 personals and BER9 wind generators.

Basiclly you don't need Great resources to make lower end anything (of which first tier harvesters are included.) As I stated on the starsider forum, BER 9's are makeable on starsider, I think I have some on the bazaar at Moenia Naboo even.

It's been a while since I made a wind gen, but don't you only need to experiment to about 80% to get 9?

Yep - about that. That was the point here - you don't have to work as hard to get a BER9 wind as you do to get a BER13 heavy, so I assume that they are possible on every server.
