I just hand-made a +96% OMU, and then made a fusion using steel and ore with high HR/SR/UT and lube oil. Started right out at BER14. I experimented the hopper up to 139K.

Make sure your OMUs are high values. Make sure you are using steel/metal/ore with high HR/SR/UT. Make sure you are using Lube Oil.
