Can someone confirm if these work? Is it possible to get a higher then 13 BER mineral harvestor or a higher then 14 BER fusion?
I have been buying them lately, but want to make sure there is a reason for it before i continue.

Experiment tapes work. However we can't exceed BER13 for heavies, all you get is 1-2 more points to spend in hopper size.
We can't experiment the extraction rate on fusions so no effect there.

Yes.
It means that you have two more experimentation points, plus a lot less chance to get critical failures, and more changes to get amazing successes.
While crafting harvestors, all it takes is one "good" success instead of a "great" success, and you've got a lot less chance of getting BER 13 on only 10 experimentation points. The extra points, while they won't be used all that often, will be very, very handy.
It means that you have two more experimentation points, plus a lot less chance to get critical failures, and more changes to get amazing successes.

I mastered architect before (then dropped it, then remastered and dropped again, dont ask) and i was able to make 13 BER's as a non-master. My server had 4 good architect shifts in a row a while back and perfect resources are common.
I just think i'll buy artisan exp/assembly now.

carbonite steel is almost always great for harvies, at least on eclipse since all stats we need are 900+ on most shifts

One question to add to this...
So you can make the best harvesters possible without any extra experimentation points and good resources, if you had resources that were not the best, but good, say, 3000 < HR+SR+2UT < 3600, and had +11 or +12 experimentation, would you be able to make the BER10 mediums and BER13 heavies? Is there anything that experimentation skill attachments would improve outside of hopper sizes?

Yes they do work, but they will NOT let you get over BER13 on heavy harvesters or BER14 on fusions. They will allow you to use lower quality resources to get that result though and/or allow you to have larger hopper sizes.

Padre, Did you happen to check the complexity tapes to see if it would affect if you need the public or private station to get access to the schematics? Thats one theory that has come up more than once.

I wasn't able to test that part. I have since passed the suit to a friend to use. I was first testing the suit without the complexity tapes then to test it with the tapes on it to see if that affected the experimentation/assembly properties/results as that was a significant theory. I never did get to that part of testing. Sorry.
