You use the mineral survey tool. Its been my experience that one radioactive will spawn in at a time, and most if not all of the planets will get it for the duration. Hand sampling of radioactives can severly damage and wound you, so be careful. I check swgcraft.com when I want to know the stats of the radioactive.

yes, usually only one type spawns at any given time. Sometimes there could be a few days between spawns, up to a whole week without one.

Best for you to check out www.swgcraft.com and look for the listings for your server.
I know that Valcyns listings are kept up to date and that the stats are very accurate, but it seems to differ from server to server unfortunately.

When I attempt to make Hi BER Fusions do the manufacturing mechs and Ore Mining Units both need to be made with high quality materials? Thanks

Quality matters on the ore mining units but you can use grind material on allother subcomponents.
If you use the best materials you can in the OMU and experiment it in to the high 90% range then you'll have a lot easier time hitting BER14 and can use lower quality matierials in final combine.
