i'm glad to see im not the only one having this issue.
the problem is the OMU's, mine were all +90% but made in a large batch about 2 months ago, when a made a few fress ones as a test i hit ber 13 no problem.
it seems all my older components have become bugged.
Try making some new OMU's and see if it works , let me know your results
I checked with the ones that I made the OMU's BER7 That I made on TEMP Tuesday, and those still work

Ok guys, I've been looking for an answer to this, I've checked the stickies and I've done searches but haven't found an answer. In making BER13 Harvesters, should my subcomponents be coming out BER6 or BER7 to achieve a BER13 rating. ...
FAQ entry:
Q-5.7: How do I make a good BER 13 heavy / BER 10 medium harvester?
Says:
"...The mining unit should be highly experimented and in the 90's. The medium level units should say BER 4 on the schematic and the heavies should be BER 6...."
BER 6 is the current maximum. But BER 6 is not good enough. YOu need to experiment it as high as possible, preferably up to the 95-99% range.
We were able to hit BER7 only on Temporary Tuesday the one day back last March when they changed experimentation for a day. Some people still have schematics or parts left from that one day. BER7 mining parts alone don't do much really over a BER6 though.
...I have 11 EXP points and I experiement fully with good success on each one. Please tell me I'm doing this right, other wise I have subcomponents for 70 harvesters that will only be BER12. Thanks for the help.
You say "good success" do you mean that during experimentation you get a "Good Success"? Because that will not be enough. You need to get Great Success or Amazing Success in experimentation.
