says 982 overall quality but the rest of the numers are low

Quality only matters when experimentation does something, and experimentation does nothing for houses. The only thing you can experiment on is durability, and there is no change in decay rate or maintenance rate for failures or amazing successes.

Consider yourself lucky that you get a choice. Corellia and Talus are dry now. I am using up Carbonate Ore as Low-Grade now, since that is all that's left.
