If I have a Crafting Station in my private house and I turn the house permissions to be a public house, does my crafting station suddenly get considered a public crafting station? Therefore, I wouldn't be able to make the high complexity things that I could when my house was private?

It stays a private craft station no matter what your house status is.

I have verified that to be correct, Deoka. Thanks.

Now i'm confused! We have a guy that charges people access to his house with crafting stations and people use them. So what am I missing?

High complexity items require a private crafting station. Public ones in a city won't cut it. Since the stations in player housing are still considered private, then using one in someone's house will allow you to craft the high complexity items without having to buy and maintain your own house. Someone charging an entry fee to their house for crafting stations is just making a profit off of allowing the others to use their stations.
