I have never made any player city structures before. Do they give you XP? If so, how much? I couldn't find this info on swgcraft.com or anywhere else. Also, what is the best way to make decent medium harvesters? Should I go all the way up the construction branch and then make some mediums?

Yes as with any item you craft the general rule seems to be 3xp per unit or resorceyou use.
As far as making harvesters there are many threads on this that go into more detail but in short i'd wait till you are either master or 4/4/-/- before trying just so you don't waste resorces. Essentaly you want VERY high SR/HR/UT resorces, 900+. Also make sure your harvesters/extractors are experemented to above 95% for best consistant results. I think it is roughly 2 XP per unit but it varies a bit. Not sure what the exact rule is. I'm afraid I can't tell you for sure what an item will give cause I'm maxed on XP myself as I'm sure are most folks here.
To make good mediums you'll want all the experimentation points you can get. You get those points in the Construction line. So I'd recommend getting 0-4-2-0 at minimum. Getting the furniture line will give you structure assembly points which will give you a better success rate in your assemblies. So you might want to work up that line after Construction.
If you try making mediums without the experimentation points then you will be pretty limited in the BER rate and that will make the harvesters pretty useless.

I suggest grinding as quick as you can to 4420, that gives almost max experiment points and sucess bonus's, then start doing harvesters.
What to grind, well once you start making harvetsers you are gonna use a lot of structure and wall modules, so if you can grind on those more the better.
Lots of other threads say OMU 90%+ and final combine steel UT/SR/HR 900+ will get you a max BER harvester, personally I have found that with those stats you can not have any experiment failures. I had a first step experiment failure the other day and got a BER11 heavy I was not happy.
