You need to use high stat materials for the ore mining unit and during the final combine. The OMU should be experimented into the 90%+ range, the higher the better.

Also, it would be important of course to tell us what you are doing, what types of resources and their stats are, as well as the necessary items and their stats are. All of that plays a role into it, and without it, we can't tell you what you are doing wrong.
Is your OMU max'd out on it's experimentation? Is it above 90%?
Are the resources that you are using have high numbers in the necessary stats?
Are you using all your experimentation in the right fields?
There are tons more questions, and nobody can assist you really unless you can give us the stats on what you have and what you are doing.

Back in the day when I was first an arch, I had the same problem. Turned out to be my mining units. Despite them hitting the max extraction rate on experimentation, I later discovered (as already said) that 90%+ is required.
