Can you make them? how do you get them and when?

you need to have furniture III, and you can buy the schematic from the curator of the bestine museum.

Yupp, what he said.

The painting changes every couple of weeks as well..

Schematic costs 48k and has 3 uses, but you can run off a factory schematic for a whole bunch so...
