No you can't. All structures that require skills to place (Merchant Tent, Med Center, Theatre and Cantina) check for the skills required when the item is placed, and whenever the owner tries to transfer the structure to another character. If you don't have the required skills, you can't have it.

If I place a med center with my Doctor, can I transfer it to one of my other accounts that is not a doctor so that I can free up the lots?
