I recently payed 29k instead of 2.9k for my harvesters maint. and the recource has now changed locations if i pick up the deed for 3k will i get the other 26k back?

No maintenance spent is not returned. Fraid you're really out of luck. If I were you I'd wait a while and see if the resource returns.

You could also see if there's another resource in that area that's worth mining. Since the harvester is already paid for, the resources you get might help cut your losses if they're saleable.
