What this mod does is effectively lowers the level at which you NEED a PrivateCrafting Station and a Specialized Crafting Tool.

If, before the mod, an item had a Structure Complexity of 12 (or whatever the minimum is for a Specialized tool + 2), and your mod was a +3 to Structure Complexity, Then you would NOT need a specialized tool to create this item if you were using this mod, because YOUR level for needing to use a specialized tool is now 13 instead of 10.

I hope that makes sense. Finding it difficult to explain.

unfortunately the complexity modifing skill enhancer tapes do not currently function.
if they did they would lower the complexity of the schematic you are working on simplifying assembly and experimentation and leting you use a reduced requirement for construction (general too, special tool, public crafting station, private craft station)

Have you tested that yourself? I've seen this theory a few times but nobody seems to have actually tested it.
