Ok, you know where the big palace is in theed... (assumming you are standing facing the door to it) off to the left is a couple "guild" halls. You will find what you seek there. (There is another one standing around in town somewhere but I wouldn't be able to explain where it is.

There are actually two in theed. One at the guild hall (is it the university maybe)? And one..let's see..if you're at cloning center..he's a little bit behind that...away from the Starport.

I actually think all naboo cities have a archi trainer, but don't know that for sure.

There seems to be one in almost every city in Naboo. I've found them in the Guild Hall: University in Moenia, Kaadara and Theed, and I know that there is one with the novice trainers near the shuttleport/spacestation in Keren.
